An Atlanta-area cold-storage developer with Western New York roots is proposing to construct a 125,000-square-foot freezer warehouse in West Seneca, potentially for use by Rosina Food Products.
Agile Cold Storage of Gainesville, Ga., is seeking to put up a sprawling facility at 160 Empire Drive, with a 70-foot-tall freezer section dominating the building, for both manufacturing and warehousing.

A rendering of the building, as well as other documentation in the application to the town, indicate that the project would be for Rosina, a growing family-owned Italian frozen and specialty foods manufacturer that makes pre-cooked meatballs, Italian sausages, filled pasta, eggplant, entrees and pizza toppings, among other products. Rosina’s existing and new facilities are adjacent to the site, at 3100 Clinton St. and 75 Empire.
Agile has two facilities in Georgiathat offer automated warehousing, multi-temperature warehousing and conventional warehousing, with blast freezing, tempering, cross-docking, e-commerce and export services. A third facility is opening in Macon, Ga.

The company was founded by Don Schoenl, a West Seneca native, University at Buffalo graduate and former Rosina employee, with 25 years of experience in cold-storage and food manufacturing. He is former president of Almark Foods, Agro-Merchants North America and Nordic Cold Storage, all in Georgia.
Agile officials could not be reached for comment, but a Rosina spokesman said the foods company has not yet signed on to the project.
“We have been contacted by the project applicant and, although we are currently still exploring whether this project fits into Rosina’s long-term growth, we are hopeful we can participate in making this project a success,” the company said in a statement.
The company noted that its “focus is to grow its business, create jobs and solidify its presence in Western New York,” but the spokesman said “there is nothing that is firm yet.”
“We know that areas of frozen supply chains are becoming more and more strained all over the U.S., so we’re always looking to protect the growth of our business as well,” he said. “So the long-term vision is to continue to grow, and that would lead us down the road of new opportunities.”
According to the application, the building would be erected on a 6.2-acre brownfield site sandwiched between Clinton and Empire, which would first be remediated by Roux Group under the state Brownfield Cleanup Program, qualifying the project for state tax credits.
The insulated metal-panel building would include 88,941 square feet of cold-storage space, plus a cold truck dock of 11,643 square feet, with 12 bays that have an insulated dock door system, and two additional truck docks.
It would also include a two-story office section of 2,404 square feet, as well as a 10,021-square-foot packaging area and a 2,486-square-foot maintenance and engine room, both of the same lower height as the office section.
Agile, through 3200 Clinton Street, says it would add 70 to 100 full-time jobs upon completion, working two 10-hour shifts Monday through Friday and a single 10-hour shift on Saturday.
The town is conducting its environmental review of the project.
Also pending in West Seneca is a special-use permit for Devil’s Lettuce, a state-licensed cannabis dispensary at 650 Orchard Park Road that is owned and operated by Jason and James McGirr, both of Tonawanda, and Nicole Argiro of Aiken, S.C.
The store would be located in 5,760-square-feet of space in an existing building on 0.13 acres, owned by The Plaza Group. It would employ 12 to 15 people.
